In a recent conversation with a college Administrator, I told her that I was having lunch with a friend the next day and we had to be relatively secretive about it so my bully won't see us together. (see Culture of Fear: Lunch)
She looked shocked and asked, "Still?" Meaning, I think, that she thought that with a new Chancellor and some new Administrators in place that the college's Culture had been changed for the better and things like this don't happen anymore.
I asked her back, "Why would it have changed?" What factor would have changed the situation? I explained that without a positive action taken by the college's administration to counteract and calm the fear some people feel in the district office, the situation will not change. Why would it? The bully's behavior has been rewarded, and indeed, they have been promoted despite their bullying behavior.
